MCA Passes Three Resolutions Regarding Local Development Projects

Jarrett Valley Drive Application.  On July 1, 2020, The MCA Board of Directors also passed a resolution supporting, subject to certain recommended changes, a rezoning applicant for 8801 Jarrett Valley Drive (RZ/FDP 2019-DR-013), which would allow three homes to be built in a cluster format (PDH-2) on a lot currently zoned R-1.  The resolution notes that the proposed density is compatible with the Comprehensive Plan for the area.  The resolution took note of the support of the project by the nearby Carrington Homeowners Association and reflected concerns from the nearby Wolf Trap Homeowners Association and McLean Islamic Center in reaching its decision.  The recommendations in the adopted resolution include preserving a greater portion of the mature tree cover currently at the location and widening the proposed road to allow for additional, on-street guest parking so that there is less overflow parking impacting the surrounding uses.  The resolution can be accessed here:  MCA P Z 8801 Jarrett Valley Drive Resolution Adopted 070120.

Tysons LW Hotel Sign Plan.  The Board of Directors for the McLean Citizens Association (MCA) passed a resolution opposing a Comprehensive Sign Plan application (CSP 2011-PR-011-03) submitted by Tysons LW Hotel Associates L.P. for a building located at 7599 Colshire Drive.  By resolution passed at the July 1, 2020 meeting, the majority of the MCA Board found that the proposal constituted “excessive deviation from the Sign Ordinance” and urged the applicant to resubmit a plan with either fewer or smaller signs to bring it into compliance.  Among other issues, the resolution noted that the signs would be illuminated and either clustered or positioned in a row, which would negatively impact community appearance.  The resolution also noted that the ordinance requires significant justification for such large deviations, which, the MCA Board found, had not been provided in this case.  You can see the resolution here:  MCA P Z Archer Hotel Sign Plan Resolution Adopted 070120.

J.R.’s Stockyards Application.  On July 3, 2020 the MCA approved an amended resolution regarding a rezoning application for a 1.1-acre property at Fairfax County Tax Map 0294 02-0021, 0021, and 0022, which are more commonly known as J.R.’s Stockyards.  The resolution opposes the rezoning application as submitted, but lists several specific concerns that, if met, might lead to support of a future revision.  The specific issues identified for consideration include: meeting the Comprehensive Plan’s requirements for consolidation or coordinated submission between neighbors, with particular note for the significant deviation of 1.1 acres compared to the required 10 acres; conformance with state requirements for loading dock space and overall height; a better stormwater management plan; more specificity about the location of workforce dwelling units; and a commitment to pay school proffers at an earlier stage in the development process, consistent with recent precedent and Fairfax County School guidelines.
