Summary/Background:


Fairfax County Public Schools (FCPS) is considering a boundary adjustment to provide capacity relief to Kent Gardens Elementary School (ES) by using available capacity at surrounding schools.


The School Board identified Kent Gardens ES as a Priority Recommended Boundary Adjustment in the Fiscal Year (FY) 2024-28 Capital Improvement Program. The process for boundary adjustments once identified is outlined in Policy 8130 and Regulation 8130.


The school communities were invited to a boundary scoping meeting held on April 26, 2023, to provide feedback to staff about which areas should be considered in the boundary study. The School Board voted on the scope of the study on July 13, 2023.


Boundary study community meetings were held on September 19 and 27, 2023, which presented five scenarios for consideration. An online feedback form was also open from September 19 to October 4, 2023, to collect feedback for a boundary adjustment recommendation. The feedback was used to create a recommendation to the School Board.


Policy 8130.7 addresses Phasing of Adjustments in Section XI and states: “When possible, adjustments under this policy shall be implemented through attrition and phasing. The School Board may approve a grade-by-grade phase-in of adjustments for students beginning with the incoming class at the middle or high school levels, when feasible. The School Board may adopt other phasing plans as appropriate to the individual boundary study.”


Recommendation:

The School Board approve a boundary adjustment presented as Scenario B at the September 2023 community meetings and in the attached document. This boundary adjustment is for five elementary schools and two Advanced Academic Program (AAP) Level IV Centers. This will reassign students from Kent Gardens ES to Franklin Sherman ES and Haycock ES; from Franklin Sherman ES to Chesterbrook ES; and Franklin Sherman ES to Churchill Road ES. The AAP boundaries for Churchill Road ES and Haycock ES will also be adjusted to remain consistent with the feeder school boundaries. The boundary change will affect an estimated 380 students at the elementary school level. Any approved boundary adjustment will not change the middle or high school boundaries.
