Dear MCA Members:
The spring sun is trying to peak through the clouds, and every now and then it is successful. Soon our winter wear will be replaced by lighter clothes for another delightful season.
I am happy to note that the MCA committees and liaisons have been working diligently. Recently the Board approved three letters to be sent to local leadership in response to current concerns (see below articles on the Uniform Sanitation District proposal, the Potomac River sewage spill, and parking issues at the West Falls Church Metro Station).
MCA continues to oppose a Casino in Fairfax County and now awaits reconciliation between the Senate approved bill and the House approved bill. Once a final bill is adopted it will be sent to Governor Spanberger, who will have the option to accept the bill, send it back to the General assembly with changes, or veto it. She has not yet made her views on this topic public. Linda Walsh, MCA's liaison to the No Fairfax Casino Coalition, and Sally Horn, MCA's liaison to the Greater Tysons Citizens Coalition, are following the proceedings closely (see No Casino article below).
MCA is hosting a post-legislative session with State Senator Jennifer Boysko and State Delegate Rip Sullivan on March 31, 2026 from 6:30-8:00 pm at the MCC, where the legislators will answer questions and give us current information (see flyer below).
Recently, I received a note from an eighth-grade McLean student asking for information on the Casino issue, as she is writing a school paper on the subject. Linda and Sally provided me with helpful information, which I used in my reply. The student's response was that she thinks the input will make her paper better. I just wanted all of you to know that we have an upcoming new MCA member who cares about her community!
I'd also like to remind you to support our local arts groups ( Alden Theatre productions at the McLean Community Center, McLean Art Society exhibits) as well as our local restaurants - we have some new ones. McLean Revitalization Corporation (MRC) is working with our local restaurant owners who are planning to participate in McLean's first Restaurant Week, April 12-19 (see the MRC website for more information.)
To all of you who are active MCA members, please consider inviting a friend with you to your next committee meeting. Let's enjoy the camaraderie that comes from working together for our community.

The McLean Citizens Association (MCA) is seeking candidates for positions on the MCA Board of Directors for the June 1, 2026, to May 31, 2027 term. Directors on the 40-member Board serve either as a Homeowners/Citizens Association Representative, or At-Large.
MCA is non-partisan. We advocate for all citizens by amplifying residents’ voices and assisting with grassroots efforts with the goal of increasing the power of our individual votes.
MCA works on a remarkable range of issues. MCA has been at the forefront of the efforts to kill the casino bill, but most of MCA's work is not front page news. MCA Committees work on planning and development, parks and recreational spaces, roads, intersections, and "active transportation" projects like bike paths and sidewalks, public safety, budget/spending issues, and school issues from cell phone policies to overcrowding and boundaries.
MCA is a 110-year-old organization. It is important for us to continue to evolve and effectively address and advocate for the citizens who live in the Greater McLean Area (including Tysons and parts of Falls Church and Vienna). With a seat on the Board, you or your neighbor can help us formulate and take positions on issues that impact your quality of life.

| Bruce Jones Honored in General Assembly
Our beloved MCA Officer, Board member, and friend, Bruce Jones, whom we memorialized in a November 5, 2025 resolution, has received another posthumous honor. On March 2nd, Virginia State Representative Marcus Simon introduced House Resolution No. 198 on the floor of the General Assembly, which includes among its many paragraphs that detail Bruce's contributions, the following:

| MCA Seeks Public Meeting on Sewage Spill
At its March meeting, MCA approved a letter to local district Supervisors Jimmy Bierman (Dranesville) and Dalia Palchik (Providence) requesting that they address public concern over the recent major sewage spill that has sent hundreds of millions of gallons of untreated wastewater into the Potomac River.
In its letter, MCA offers to host a public forum where County staff and government officials could provide information about the spill and respond to resident questions and concerns over impact, clean-up plans, strategies to prevent recurrence, and more.

| MCA Seeks Discussion of Virginia Statutory Requirements Re Unified Sanitation Districts
For some time, MCA's Environment, Parks & Recreation (EP&R) and Budget & Taxation (B&T) Committees have been studying the County's proposal to replace private solid waste haulers with a Unified Sanitation District (USD) model. At its March meeting, MCA approved a letter to the Fairfax County Board of Supervisors asking that the Board clarify whether it has made one or more statutorily required findings that are a precondition to considering the USD. The relevant state statute requires that at least one of four specific circumstances must be met before a private waste company may be displaced:
- inadequacy of private refuse collection services
- private services have created a public health emergency or nuisance
- private services are overpriced or inefficient
- regional need justifies displacement of private services
In its letter, MCA requests that the County publicize its proposed finding(s) regarding the statutory requirements and invite the public to comment on the finding(s).
| MCA Concerned About WFC Metro Parking
The MCA Board approved a letter to Dranesville Supervisor Jimmy Bierman bringing his attention to an issue faced by local commuters. MCA received reports of extensive use of the West Falls Church (WFC) Metro Station parking garage by Meridian High School students and employees of contractors working on two adjacent construction sites, resulting in inadequate parking for Metro commuters.
In its letter, MCA requests that Supervisor Bierman engage Falls Church City leaders in efforts to provide parking elsewhere for Meridian High School students that will eliminate the need for them to park in the WFC Metro garage.

|  |  |  | We Must Stop the Tysons Casino Bill
Since our last newsletter, both the Virginia House of Delegates and the Virginia Senate have passed bills that would authorize a casino in Fairfax County. The bills are somewhat different so there will be a Conference Committee that includes three members of each house to iron out the differences.
As we go to press, the Conference Committee has not met. If the differences are ironed out and the Conference Committee bill is approved by both the House and the Senate, it will be sent to Virginia Governor Abigail Spanberger for action. She can either accept the bill or veto it.
How The Bills Are Alike: Both bills would authorize a casino anywhere in Fairfax County that can host a mixed-use development of 1.5 million square feet or more. Currently, that’s not only Tysons but also Merrifield, the Fair Oaks/Government Center area, Fair Lakes, Reston, and the Dulles Suburban Center, and potentially Annandale and Huntington. However, virtually anywhere where a developer is willing to redevelop land for a 1.5 million square foot mixed-use development is fair game.
Neither the House nor the Senate version of the bill change any of the economic parameters or the revenue-sharing formulas from what is in the legislation for Virginia’s existing casinos. As you may recall, while not their principal argument, an objection raised by the Board of Supervisors to Senator Surovell’s original bill was that Fairfax County was being short-changed. The more significant arguments were -- and still are -- that the Board didn’t ask for such legislation and doesn’t want it; and that the legislation would undermine local land-use authorities.
How the Bills Differ: The House version of the bill contains three provisions that are absent in the Senate version and that were rejected by the Senate on Wednesday, March 4:
1. A requirement that agreements between the casino operator and the government be publicly available.
2. A requirement that a successful casino bid include a proffer of one police headquarters or fire house/EMT facility
3. A sunset provision that provides that if a successful referendum is not held by July 1, 2029, the authority to host a casino in Fairfax would expire.
However, both bills are unacceptable and we will continue the fight to keep a casino out of the County.
Next Steps: Be on the lookout for Take Action letter-writing campaigns from MCA, the No Fairfax Casino Coalition, and the Tysons Stakeholders Alliance that ask the Governor to veto the bill should it make its way to the Governor’s desk.
