Resolutions Passed and Other News

Resolution Passed - MCA Resolution-Trails and Walkways:  On January 5, 2022, the MCA Board of Directors passed a resolution sponsored by the MCA Transportation Committee identifying trail and walkway projects that were deserving of county funding. The resolution responds to an October 2021 motion by the Fairfax County Board of Supervisors that set a goal for new funding in the amount of at least $100 million over the FY 2022 – 2027 time period for some additional active transportation facilities (e.g., sidewalks and trails) that are not currently addressed in the County’s “Revised Recommended Priority Project List for Funding FY 2020 – FY 2025.”  The resolution is available on the MCA website or click 2022-01-05 - MCA Resolution-Trails and Walkways

Motion Passed:  Concur with the Use of Pre-Covid Traffic Data for the West Falls Church Active Transportation Study:  On January 5, 2022, the Board  passed a motion that arose during the Transportation Committee oral report.  The first meeting of the Advisory Group for the West Falls Church Active Transportation Study with the FCDOT task team had occurred on December 13.  The MCA Board member who serves as the MCA representative on the Advisory Group briefed the Board on the December 13 meeting.  FCDOT indicated that 2019 vehicular traffic data would be used to assess how best to accommodate cyclists (together with vehicles, or separately) in this pedestrian/bicyclist study.  Using more recent, Covid-depressed traffic data could give rise to erroneous indications.  This varies from the MCA’s resolution of June 2, 2021, which had called for “current data”.  Another speaker pointed out that the Transportation Planning Board (TPB) had likewise indicated that pre-Covid data should be used for planning of transportation infrastructure.  A motion was proposed: "MCA understands the rationale for using 2019 traffic data in the West Falls Church Active Transportation Plan and, notwithstanding our June 2, 2021 resolution, we concur with the use of the 2019 traffic data in the Active Transportation Plan."  When this motion was put to a vote, it was approved with 90% in favor, none opposed, and 10% abstention.
